What do you guys think of the new forum rules? Are they fair? How about the guidelines in the Short Story section?

Yeah they look fair enough.
I would have the guidelines on all three forums though, either that or have a new forum under the same section as the poetry, short stories and novels. Maybe titled "post guidelines" or something like that.
